Vladimir Putin Signs Law to Decriminalize Domestic Violence In Russia

A law decriminalizing first-time instances of domestic violence has been signed into law by Russian President Vladimir Putin, the country’s official newspaper of record, Rossiiskaya Gazeta, reported Tuesday. The legislation considers such instances to be an administrative offence, punishable by a fine. Further offences are still to be treated as a crime, according to the report.

The bill swept through parliament with overwhelming support.

A co-author of the bill, Yelena Mizulina, who heads the lower house of parliament’s committee on family, women and children’s affairs, insisted that imprisonment for a “slap” was tearing families apart.

Critics believe that such legislation could cover up an endemic problem, often linked to alcohol abuse.

According to government statistics in recent years, about 12,000 Russian women die annually from domestic violence. That equates to one woman every 40 minutes, state news agency RIA Novosti reported in 2013.
